Our Commitment To Accuracy

Every figure on our local pages is one of: (a) public government data (Census, USGS, NOAA, EPA, state agencies); (b) utility data (municipal water reports, Rocky Mountain Power, Enbridge Gas); (c) industry standards (DOE, EPA, ASHRAE, ACCA, WQA); or (d) Blue Best's own records, labeled as such. Each city's data is researched independently for that city. (They genuinely differ: Tooele's water runs about a third as hard as Ogden's.)

Review cadence: water reports annually (CCRs publish each spring), EPA status, incentives quarterly, federal tax policy every January, Census annually.

Water Quality Data

Primary sources, each city's official water report (CCR).

Provo

"Typical levels ranging from 10–15 grains per gallon"; sources are mountain springs and deep wells plus the Don A. Christiansen Regional Water Treatment Plant. Provo City 2024 Water Report

Layton / Davis County

Weber Basin Water Conservancy District CCR plus the Layton City Water Quality Report. Weber Basin WCD CCR

Ogden

Ogden City Water Quality Report. Ogden City Water Quality Report

Tooele

Tooele City Water Quality Reports. Tooele City Water Quality Reports

Sandy

Sandy City Department of Public Utilities CCR.

Salt Lake City

One of the few Utah CCRs that publishes hardness: calculated 7.1 / 9.2 / 10.2 / 11.6 grains per gallon by treatment plant (individual sources to about 28.6). Verified June 2026. Salt Lake City Public Utilities 2025 Water Quality Report

Lehi

Confirms sources (five wells, one spring, Central Utah WCD purchase); does not publish hardness. Third-party estimates about 15–28 GPG by source and area. Read June 2026. Lehi City 2024 Annual Water Quality Report

West Valley City

Granger-Hunter Improvement District (serves most of the city). About 13 GPG district and third-party estimate; official CCR verification pending.

West Jordan

Jordan Valley Water Conservancy District supply data. About 8 GPG district estimate; city CCR verification pending.

Park City

Park City Municipal water quality reports.

Classification and impact: USGS Water Hardness Classification (soft, moderate, hard and very hard thresholds; US averages) and the Water Quality Association (scale impact on water-heater lifespan and efficiency).

Measured Water Hardness By City

Provo

10–15 typical. Source: Provo City 2024 Water Report.

Sandy

8–25 (zone and seasonal). Source: Sandy City system reports (third-party).

Layton and WBWCD-supplied Davis cities

10–18 (171–308 ppm). Source: Weber Basin WCD 2024 CCR (wholesale supply; city wells add variance).

Orem

5.7–9.9 ground, 7–25 surface. Source: Orem 2024 CCR hardness table (60% surface / 40% ground).

Bountiful

18–38 (well and season dependent). Source: 2024 CCR sources, 60% city wells plus Mill Creek, and field observations.

Riverton

10–15 (JVWCD) or 33–35+ (city wells). Corroborated; CCR on issuu. Source: JVWCD supply data plus corroborated well measurements.

Ogden

10–24 (seasonal and source dependent). Source: 3 source types, Ogden system plus WBWCD plus Pineview.

Tooele

8.5–18 (well dependent). Source: 12 wells and 2 springs (Tooele 2024 CCR); city-area data about 8.5, third-party up to about 18.

Grantsville

Well dependent (estimated about 10–20). Source: Grantsville City wells; third-party estimates only.

Park City

About 26 third-party (hard). Source: Park City Municipal, 8 sources (wells, spring, Spiro and Judge mine tunnels, Rockport, JSSD import) and 3 plants.

Update frequency: annually (most Utah CCRs publish May to July). Methodology note: hardness is not a federally required CCR analyte, so many Utah cities don't publish it. Our June 2026 reads of the Sandy, Bountiful, Ogden and Tooele CCRs confirmed all four are silent on hardness. Where the official report is silent, we label values as estimates and measure actual hardness at your home before recommending equipment.

Climate & Weather Data

Primary source: NOAA NCEI U.S. Climate Normals (1991–2020) for heating and cooling degree days, temperature normals, precipitation and snowfall, taken from the named station nearest each city. Elevation: USGS Geographic Names Information System (GNIS).

PROVO BYU (USC00427064)

Provo and the Utah County valley. Annual heating degree days 4,968. Annual cooling degree days 1,205.

SALT LAKE CITY INTL AP (USW00024127)

Salt Lake City, and Sandy approximately (the bench runs cooler). Annual heating degree days 5,154. Annual cooling degree days 1,420.

OGDEN PIONEER P H (USC00426404)

Ogden and Weber County. Annual heating degree days 5,508. Annual cooling degree days 1,136.

TOOELE (USC00428771)

Tooele and Tooele County. Annual heating degree days 5,791. Annual cooling degree days 1,087.

KAMAS (USC00424467)

Park City area (Park City sits about 500 ft higher, so it runs colder). Annual heating degree days about 7,589. Annual cooling degree days about 193.

All values verified against NCEI normals June 2026. Layton has no in-city normals station; nearby stations bracket it at roughly 5,600 to 5,750 heating degree days.

Air Quality Data

Primary sources: EPA Green Book, Utah county status (attainment and nonattainment by pollutant), the Utah Division of Air Quality (inversions, monitors), the American Lung Association State of the Air, and AirNow (real-time AQI).

Salt Lake

Ozone: Northern Wasatch Front nonattainment, Serious*. PM2.5: Maintenance, attained and redesignated Dec 19, 2025.

Davis

Ozone: Northern Wasatch Front nonattainment, Serious*. PM2.5: Maintenance (Dec 19, 2025).

Weber (part)

Ozone: NWF nonattainment, Serious*. PM2.5: Maintenance (Dec 19, 2025).

Tooele (part)

Ozone: NWF nonattainment, Serious*. PM2.5: Maintenance (Dec 19, 2025).

Utah (part)

Ozone: Southern Wasatch Front nonattainment, Marginal. PM2.5: Provo area Maintenance (Dec 19, 2025), attained after 15 years.

Summit (Park City)

Ozone: Attainment. PM2.5: Attainment, all criteria pollutants.

*April 2026: EPA proposed repealing the Serious reclassification for the Northern Wasatch Front (international-emissions determination, Clean Air Act §179B), per the Federal Register. Statuses per Green Book, current as of May 31, 2026.

Tooele County SO₂ note: a legacy sulfur-dioxide nonattainment designation (1971 standard, historic smelter era) applies to high elevations above roughly 5,600 ft in the Salt Lake and Tooele area, not the populated valley floor (Tooele City about 5,050 ft, Grantsville about 4,300 ft), with no violation recorded since 1981 and redesignation pending. Per EPA Green Book.

Housing & Demographics

Primary source: US Census Bureau, American Community Survey (population, income, home values, owner-occupancy, "year structure built"). Supplemental: county assessors (home and lot size, basements) and Zillow or Redfin research (current values).

Example (Provo, verified June 2026): population 115,666, median household income $64,171, median home value $467,200, 39.4% owner-occupied, and roughly 36,000 units concentrated in 1970s to 1990s construction. Each city page cites its own ACS pull.

HVAC Standards & Incentives

Standards: US DOE Energy Saver (lifespans, AFUE and SEER), EPA SNAP (refrigerant phase-outs), ASHRAE 52.2 (MERV), and ACCA Manual J (elevation-adjusted sizing).

Federal tax credits, terminated: Sections 25C and 25D ended December 31, 2025 (One Big Beautiful Bill Act, P.L. 119-21). 2026 installations do not qualify, per the IRS. Re-verified each January.
